Rep. Patrick Murphy Introduces Transparency Rules for Out of District Political Spending

June 24, 2010 - Along with passage of the DISCLOSE Act, the House has passed an amendment that will require political ad funders to prominently report their constituency. The amendment was offered by Democrat Patrick Murphy (PA-8) to "ensure that citizens know if special interests outside their district or state are trying to impact an election by enhancing advertisement disclaimers to include the city and state of the ad funder's residence or principle office." It passed, 274-152, with 12 Democrats joining 140 Republicans to oppose the amendment. 

A MAPLight.org analysis found that on average US House members raised 79% of campaign funds from outside their districts, from 2005-2007. For 99% of House members, Washington, DC was among their top 5 contributing states, meaning campaign donors listed addresses in Washington, DC.
